Best thing then is to buy them out, make any agreement legally watertight.

    A. any agreements jointly with your sisters and brother
    B. any agreements jointly with your brother

I have to say if they're expecting a rent of 450 a month after you've done it up you have to consider what % return you'll be getting on your investment
If you have to buy them out for 50k and then it costs 20k to do up ... and house prices fell a bit more or rents dropped more ... and all the hassle of renting it out...

    you don't know my family.
my eldest sister is awkward at best of times & i have worked many times with my brother.

If this sister is as awkward as you say, then why on earth do you want to go into business with her?

It just doesn't seem sensible, I'm afraid.

Who is executor of your Dad's Will ? - they have to gather the assets, pay any debts, and distribute the rest to beneficiaries ... so really they need to decide how to proceed.

As already recomended - either rent it our and split the income or (preferably I think ) sell for the best price you can , split the money and then you and your brother buy another place with your share if you want to go into the property development business. Any other course of action is likely to sour family relations and be a problem that simmers for years ...
