Economy 10 - E10 - Changing Suppliers

I live on the outskirts of Aberdeen and live in a modern 5 bedroom house. I have been on Economy 10 for 3 years with Scottish Hydro. I have an Electric Wet Central Heating system and I use the Off-Peak ten hours extensively in that period. My current bills are in the region of £1,800 for 16,000 kwH usuage per annum.
Hydro told me last week that the announced 9% reduction will not apply to the E10 tarrif.
Do you know if it is possible for me to swap to another company such as E-On to supply my electric. I understand that Hydro are the only supplier who are allowed to supply E10 in my region.
I've also taken a look at comparing the cost of my 16,000 kwH usage on various websites and it looks like I might be £200 per annum better off than my current £1,800 bill by switching to a Standard online tarrif with E-On. Has anyone had experience in switching back from a E10 meter to a standard meter. How long does it take and who picks up the cost.
Any help or guidance would be gratefully appreciated.

1) I think you may find Hydro are the only ones who offer the tariff, they dont have sole rights to an area.
2) To go from multi rate to single rate there is no need to change the meter suppliers can just add the readings together.

My latest bill states that the tarrif is definately Economy 10.
My current standing charge is £0.2079 + VAT
Off Peak Rate £0.0895 per kwh + VAT
Standard Rate £0.1459 per kwh + VAT
I then receive a 6% discount for paying by direct debit.0 -
Orite ok, Eon should be able to supply you so you should give them a call and check their rates, as far as I'm aware the economy 10 doesn't show up on switch sites so you need to do it manually.0

Just been on the phone to a very helpful E-on rep in Leicester. After spending half an hour on the phone getting very excited that I could save £300.00 by swapping my Economy 10 from Hydro to E-on he rang back to apologise that they couldn't supply my "type" of Economy 10 meter. It looks like the only people who can supply Hydro region customers are Hydro and they can charge pretty much whatever they want.
I then spent another half an hour on the phone explaining to a Hydro rep that their Economy 10 was £300 more than E-on Economy 10 and also more expensive than going with a "competitive" standard tarrif such as the E-on ElectricityOnline Extra Saver 12 (even after Hydro's 9% price cut in April).
I am going to wait until April when my Off Peak usage starts to fall and then I will get my Economy 10 meter removed and replaced with a standard meter. Hydro have confirmed they can do this in 2/3 weeks and that there is no charge. I will only save about £20-£30 per year but will effectively be on an Economy 24 tariff. ie Competitve pricing and no 10 hour restriction on when I can use my heating.
Hydro know they have a captive market for Economy 10 in Scotland and therefore do not need to keep their pricing competitive. Simple answer is to switch away. It won't take long for them to get the message. Think I might even look into the cost of having a gas boiler installed.0
