A LL here: Dunno what it is about some LL/LAs. (You probably won't believe me but..) if there's a significant issue (eg no heating) whilst having taken steps to get repair-man in (which can take time.. and may not always be under the control of the LL as I found when the problem was the Electric co time-clock for off-peak electric heating..) then I tell/follow-up with an apology letter saying what I'm doing & knocking something of the rent until it is fixed. It may only be a small guesture but at least it's that...
And I've bought 2 new oil-filled rads from Argos for one house (with the bust time-clock from Scottish & Southern) -
