Trouble connecting using Devolo homeplugs

Not true. We have two consumer units in the house and three if you count the garage/shed. Our homeplug setup works in any part of the house on any circuit.
You may be thinking about phases - if your neighbour is on a different phase then they definitely won't be able to see your network.
Powerline networking doesn't need both adaptors on the same ring main, or it wouldn't work in most houses where there are separate ring mains for upstairs and downstairs sockets. However they should be on the same CU.
The only situation where this might be a problem, is if a property was converted from flats and the separate CU's were not replaced with one for the whole property.No free lunch, and no free laptop

PS: Have you checked to see that you've got a dial tone on the socket that you've moved the router to? Sounds like an issue with your extension wiring.No free lunch, and no free laptop
