Halifax Bank Charges - Next Step

Hi there,
I've recently calculated charges plus interest for my Halifax current account, totalling a little over over £2500 in just 18 months. Being charges £200+ per month on my parachute account while my Lloyds TSB claim is on hold is not very helpful.
I claimed hardship and when they sent out the form, I filled it in straight away and sent it back to them. I didn't include a cover letter but the reference number was written on it.
I never received any letter back for a couple of weeks so sent the next template letter, threatening court action. A few days later I received a letter to say they would not respond to any more communications regarding this claim, until the test case was over.
I believe the next step is go to the Financial Ombudsman, or file a small claim. I'm not sure which yet, but the real dilemma is whether or not I send them the hardship information again. Is there any point when they are refusing to communicate with me? Should they have confirmed receipt of this form? They neither confirmed nor denied my hardship case. I'm unsure whether they actually received the form.
