If there was a website where cash buyers could state the amount they have (not giving out personal info but be able to correspond by email )and which areas/postcode they want + what they require in a property. Sellers could then access this site and see if there are any matches which would suit their circumstance if they want this type of sale. Im not sure if this would work or how but it would be a lot easier than trawling through Rightmove and then visiting numerous properties and then being turned down. Or am I mad thinking this could work?

How do you know that the property is going to be suitable? It sounds just like rightmove but backwards. I'd much rather pick and choose than be bombarded with stuff I'm not interested in. You'd still have to filter through it and view properties Everything that is supposed to be in heaven is already here on earth. Everything that is supposed to be in heaven is already here on earth.
