Heating options for large area required

My mum lives an a flat and the main living area is 26 by 30 feet and the ceilings are very high, the windows are all new and double glazed but very large.

At present she has 2 wall heaters that are like convector heaters and they seem to be useless, not only do they not heat up the room but they also seem expensive to run

There is only electricity in the property, it is also a flat in a listed building so nothing can be done as regards to putting in flues etc

Has anyone got any ideas of a good way of her heating her place that will not only cost the earth but also actually get it warm?
