Court Fines - how long can they chase you for an outstanding parking fine

Apparently back in July 2003 i acquired a parking ticket - which i did not know about at all - the Court Fines Department wrote to me at the end of last year 2008 some 5.5 years later and informed me that this debt is now £232 and needs to be paid immediately as in 2003 i pleading guilty by POST and issued a cheque to them which bounce. I have informed both the Law Courts and The Fines Department that i was unaware of this fine at the time and i neither admitted this by post nor sent a cheque that subsequently bounced to them. I have asked for them to provide me with evidence of all of this and i have been told by the Law Courts that they do not keep records for this long and all they have is that there is an unpaid fine due by me on their records and are unable to assist me anymore.
Is it correct that they have no hard evidence to supply me with on what they claim is an outstanding matter - and if so can they chase me on just there say so ?
Where do i stand on this and should i go to the Citizens Advice regarding this ???

I would to citezens advice to make sure, but if they haven't bothered to keep any evidence then i very much doubt that they can chase you for anything never mind £200 odd.
It might be worth checking your bank statements if you have them to make sure it hasn't escaped your memory.0
