How to stick my none sticking self adhesive vinyl floor tiles

Just done a bathroom floor and several tiles seem to have moved away from the point I placed them. I have come to the conclusion that the floor surface is not great (as left by the builder) even though I have used three coats of PVC as suggested by vinyl floor maker and smoothed out as best I could. The underlying floor is shades of grey and white and the other thing I suspect is causing the problem is warm areas where the heating pipes are under the concrete.

I tied using B&Q grab adhesive on one tile but doesn't seem to be the solution. Perhaps 'No Nails' may be better.

Any help would be good? But NOT screws or nails:D
