Wise to withdraw from NS&I

I am debating with myself whether or not to withdraw some money from NS&I Investment (passbook) account.
I have about £2,500 in there which I recently wrote to them to update the interest, no deposits in a long time now.
Now since the interest rates are 0.3% I was thinking to withdraw a big part of the money and transfer it into a higher account - what do you think?

I ask because the "backed by trasury" seems good sign. But then again their spending habits I don't agree with.
Also sorry about the title (was rusing), since I can't edit it I can't make it sound like a question - please accept my apology.
