I am still looking at Index-linked Savings Certificates and despite reading T&C, I am trying to find out if you can buy many 5-year 45th Issue over the year or you can only buy one issue and that it?

You can put up to £15,000 in any issue.0

And you can do it in several bites (eg 3 separate lots of £5k) as long as each issue is open.0
