debt collection can I still claim bank charges

Can anyone help, new to all this, and desperate to get advice, have had credit problems in the past with no of banks and no accounts were sent onto solicitors/ credit collection agencies, where statements of affairs were prepared and monthly offers of payments were made, tons of charges over the years which would pretty much clear off debts if claimed back but worried if charges can be claimed if in arrangements to pay and also if start down route of claiming, will they become awkward and demand full outstanging balances which can't be apid in full any advice please

Yes you can claim.
