My children's school has got round this tricky issue by having all children wear school uniform with a special 'confirmation' version of the school sweatshirt to wear on the day. It really is tricky to find a suitable outfit for 11 year old girls and I know from attending ceremonies in other areas that some of the clothing worn is really unsuitable for church.
