Electricity Meter Changed but not working - Help!

We had a card from Siemens saying that our electricity meter needed to be updated and arranged for this to be done on 18th Feb.
Before the meter was changed I took a reading, the guy replaced the old meter with a new one which had a different reading on it - I also noted this new reading down.
The next day (19 Feb) on checking the meter - I can see that the new meter is not working as the counters are still show the same reading as when it was first installed. I rang back Siemens to tell them either the meter was either faulty or had not been installed correctly - they brushed me off saying it was no longer their responsibility and to call my energy supplier!
I called my energy supplier (Scottish Power) and told them the story and the earliest they can get someone out to look at the faulty meter is 5th March (3 weeks away). When I asked how my bill will be worked out if there is no accurate meter reading available she replied that they know how much electricity I have been using recently and will estimated it! When I said that still will not be accurate and could end up with me paying more that I should, she then said well as its not your fault we may not even charge you?
Where do I stand on this matter and is there anything I can do?
