Police Issues Parking Ticket

Hi everyone. Have done a little bit of looking on google etc but can't seem to find the answer to my question.
OH got a police issued parking ticket yesterday but on the ticket they have only filled in the first part of the registration number (GY05) not the complete reg no. Is this ticket still valid?
Unfortunately as they were putting the ticket on the car as OH came back they asked his name and address and also wrote this on the bottom of the ticket.
Any advice gratefully received.
