as to where to start re getting the power and gas turned on and, when i search the net, I get plenty of info about switching, but nothing about new connections.0

Why would you need it connecting; has it been empty for some time? Why are you calling it a new connection when it's an old house?Declutterbug-in-progress.⭐️⭐️⭐️ ⭐️⭐️0

Hi, have you had access to the property yet? If so is everything running ok and the meters connected? You need to contact the currect providers and give them the readings on the date you took up liability.
If there are problems with the meters not connected then try and contact them a bit in advance as they may have to arrange reconnection.0
