Bailiff threats

Hi, last week i had a bailiff at my house demanding full payment of a court fine.
I don't have anyway of paying and the bailiff was not interested in letting me pay in installments. He was demanding £270 for a fine that was £40.
I never let him in the house and he never asked to enter, he did say that he was going to get a distress warrant issued and return and seize goods.
Yesterday i had a phone call from the bailiff saying that they were going to come to my house on Monday and remove goods unless i paid in full. Now i cant get the money together and told this to the bailiff, i also said that I'm am currently staying at my parents but own no property.
He informed me that he can force entry and take goods regardless of who they belonged to unless we had receipts to prove otherwise. Now I'm seriously worried that when they turn up they will take goods that belong to my parents. We obviously have no receipts for anything in the house.
Now After reading here Ive heard about a Statutory Declaration that my parents can get to say that they own all the property in the house.
A few questions
1) if they get this before he turns up, will it make it illegal for the bailiff to remove property or does he still have the right to take goods and then make us claim them back?
2) When making the Statutory Declaration do you have to list every item individually or can they just state that they own everything on the property?
3) what happens to the fine if the bailiff cant take any goods? does it go back to court?
