Don't row about it, you have all the power as it is your flat. Use the 'broken record' technique - whatever excuse he comes out with you repeat yourself "I am very stressed by my financial situation and need you to start contributing to the household to the tune of x per month". If you have to say it a hundred times then do so - do not justify yourself, apologise or negotiate.

You could argue the banding with the council, it will take a while though. I would also look at putting CT over 12 months instead of 10. If they charge £800 per year that may well free up quite a bit for you.
Have you negotiated with Nationwide yet? I would think about getting a different account elsewhere if possible with a 0% overdraft deal.
You could look at a credit card shuffle for the moment and see if that helps all temporary i know, but could free up cash to throw at debts.
