Adding radiators

My friend's house has an extension over the garage. One room has a radiator in it, but the other (used as an office) has no heating at all. They are thinking about putting heating into that room - what would be the easiest way?
Options discussed so far:
- thermostatic wall heater plugged into mains
- extending existing system
The existing system is a very old traditional boiler. Every time they get a British Gas engineer out to check it they are told it is too old and must be condemned - this isn't true and a phoen call to management always gets the enginerr to back down and just do the check.
