Your recommendations for contact management software

I run a small community group and would like to use a cheap (or free) contact managment program to be able to keep a list of contact and be able to write a letter, send e-mails, etc and have the program link the contact to a copy of the letter or e-mail so I can quickly refer back to correspondence. I know ACT can do this but I find it a bit of a monster and was wondering if their was something much simpler.
