Yes some good points here but on my street it is usual to see a car drive up to just one house get no answer then drive away, the left card will then let the meter dodger hiding behind the curtain know to disconnect it, or put a reading on the card and display it, that will keep the reader away for another 3 months, I have heard they get a bonus per reading taken.
