New Thermo & Timer - which tradesman?

The Thermostat on my CH is shot .... it cuts in/out at ...... zero! 
In addition, the timer switch seems to be worn as you have to "tickle" it to get it from "continuous" to "twice".
Both are old Honeywell devices from the early/mid eighties - the timer is a n!pple thingie that slides left-right-left. The timer is a crude dial that you simply twist.
Boiler is oil-fired
Who would replace both devices? Boiler engineer or electrician?
