His credit rating may be a problem due to him being abroad for 7 years - but I'm no expert.
What does he want to use it for and does he intend paying it off each month, is he working? - this does help decide which one to apply for.
If he just wants one to start a credit rating and intends to pay it off each month an easy way might be to apply to his own UK bank.0 -
Start by checking out his credit files from the 2 main CRAs - should give him an idea of how being out of the UK has affected his credit rating.
If everything looks OK then try an application for a credit card to see what the reaction is from the credit card company.
You may not be able to do much more until you have a go at it.
As suggested above, the first port of call would be the bank as you're more likely to get a credit card from your bank than anyone else.0 -
Yes he needs to get his credit file checked as likely its going to be very poor.
Theres a free online credit score calculator here -

Which may give him a clue as to how low is credit score is likely to be0 -
after the credit score comes back and IF its low whats the best thing to do?
get a capital one credit repair card for say 6 months and make all payments at each month and enroll on elec register and then try again?0 -

You NEED to be on the electoral register ! Not being on it will make it near impossible to up your credit score.
And yes build up your credit history on the capital one though I think you'l need at least a year.0 -
Establish a rapore with a bank first.
ie. join a Bank, for example Alliance and Leicester or another bank and make contact with the personal banker and explain the circumstances .They will open and account you then have to run it faultlessly for 12 mths, within the 12month period you can gradually ask for more benefits from the bank to improve to standing with them.ie.ask for a small overdraft and explain why you may need it(£100) then do not use it and kindly thank the bank and cancel the overdraft a month later.(make sure there are no fees for the overdraft).
Staying with the same bank and applying for their credit card would be the way I would go about it.
Approach it slowly and within the year you should be okay.0
