Waterloo is a good place to stay for the things you want to do as the thames, london eye and buckingham palace, hamleys are all within walking distance.
If its something you want to do go for it but as the others have warned London isn't pushchair friendly, only u can judge how well u can handle 3kids on public transport.
Otherwise you could budget for taxi's.
From heathrow get the national express (they should look after you) to Victoria Coach station then a taxi to Waterloo, or do as Dugz suggested and get a taxi from Feltham (don't know where that is) and get a taxi if you don't fancy the last bit on a train.
As i said you can easily walk to the eye and the thames from Waterloo station (less than 5mins).
Buckingham palace is probably about 25mins (about a mile) walk but the london eye, big ben and the thames are all en route to break it up a bit. But if u wanted to get a taxi there its probably a 10minute ride max- can't cost that much even in London.
Hamleys is walkable from waterloo again its about a 1mile with trafalga square and picadilly circus to break it up a bit on the way.0 -
Took our boys, 20 months and 3.75 years old on the train to Waterloo a then on to South Kensington with is the tube station for the Natural History Museum.
They loved the whole thing, well worth the trip, very tiring, but would not recommend it via the underground if you are on your own with the pushchair. Too many stairs to go up and down needing two people to carry the pushchair. Escalators OK once you've got the knack.
Children at 1 to 2 years old are going to want to sleep in the afternoon, really eats into your time for activities. Our 20 month old slept in the pushchair so was OK.
I'd leave it until you can go without pushchair or take someone else with you and wait until the youngest is at least 2.0
