Moving from NS&I to ISAs?

Hi all,

A couple of years ago i found an old check (never cashed) from an account set up for me by my mother when i was a child. I had completely forgotten about it, so after a lot of of sending letters and emails back in forth with various people i eventually got sent a saving book from NS&I with my savings, updated to include the interest they should have accrued. However it has been sitting around unused for the last 2 years as i don't know what to do with it. I was thinking of withdrawing it and putting it into an ISA to earn some interest for a year.

I'm pretty new at the whole banking deal. Are ISAs worth using at the moment given the interest rate cuts? And how would i go about withdrawing the money from NS&I and putting it into an ISA?
