Welcome Finance giving me the run around - i think!

Hello,
I have been persuing Welcome Finance for a miss-sold PPI policy. It clearly was miss-sold because i can still remember the conversation today and me wondering how the hell they had added another £70 on top of the monthly repayment and when queried told i wouldnt receive the loan without it (just for anyone who dares say "not another one"), anyway.
I have been through the standard letters with them and have now got to the point where they are refering me to another company, Netcars Ltd. I vaugely remember looking at their website and going through an online form back in 2005 when i took it out at which point i am pretty certain there involvement ended because they sent me over to Welcome Finance and from then on it was them all the way.
Am i right in thinking that even if Netcars did forward my details on the hpi/agreement/ppi was all in Welcomes name and this is just another attempt to fob me off? In which case i need to send them a letter stating last letter before action (FOS)?

I just wrote out a letter basically stating that i was very disapointed that they have ignored my claim and that this letter should now be marked as final letter before action and that they have 14 days to make a suitable offer or i shall be forwarding all details onto the FOS.
