    I live in York and there's lots of great things to do on a budget! The museums are all great as everyone has been mentioning (railway museum, castle museum, art gallery). York is a small compact city so unless your mom has difficulty walking around I wouldn't recommend the open top bus, you can walk everywhere (about 15 mins from one side of town to the other at furtherst corners). There's a FREE guided tour of the city that is great, it leaves from the art gallery every morning at 10amish (I think...there's a sign posted there so might want to double check the time). The ghost tours are great too, especially the one that leaves from the art gallery (more informative story-telling and less cheesy entertainment....) You can catch a show at the theatre royal for a fiver if you don't mind sitting in the seats up at the top. There's also lots of discount vouchers going around for places like Barley Hall, Merchant Adventurers Hall, York Dungeon, etc.
    Some cheap but VERY tasty eats in town:
    El Paradiso Del Chibo (also called Paulo's) on Walmgate - Italian food at its best
    Coffee Culture on Goodramgate (great breakfast and light lunch menu)
    The one pound sandwich shop in the Shambles
    Theres a few good pasty shops around
    And of course if you use tesco vouchers, there's also the following participating restaurants: bella italia, cafe rouge, la tasca, etc.

    Edit: Oh yes, and if you go to the minster early enough in the Am (or for service) it's free to get in. But I do recommend going into the crypt, the audio tour is amazing and worth paying for.
