Bank charges not taken?

I had £250 of bank charges applied as a result of a number of direct debits bouncing and me going overdrawn, these charges was suppose to come out on 3rd of February... i had the money in and they didnt? i left it a while(today the 16th) and the still havent? i called up and thet said they had experienced problems and this effected chrges that were suppost to be taken not actually being taken!! could this be a result??? they told me they couldnt take it from my account until formally notifying me , but have i got a case for saying they shouldnt be able to take it if they have made a mistake then its their issue?
