How can one ensure constant low APR credit for years to come? Any thoughts?

On a credit card you can't guarantee it. Credit cards unlike loans are variable rates, so card companies can increase prices.
If you have some borrowing and you want a fixed rate, going for a best buy fixed rate loan is probably best.
Not sure how it works with 'life of balance' cards - I guess they are fixed too but would need to check the small print.
A number of companies have 'low rate' cards with no introductory offers including Capital 1 no hassle, Barclaycard simplicity, MBNA, Co-op etc.
You need a great credit rating to get one though.
