can you start the reclaim process and change banks at the same time, or do you need to stay with your current bank

It doesn't really matter. A few people myself included have opened accounts elsewhere as a safety net in case they decide to close your account but I'm not aware of this happening much. Just to clarify you don't have to change banks in order to reclaim nor does it matter if you close the account.0
