Cash Plus Pre pay Credit Card

Hello
I put in a online application for a cash plus pre pay credit card at the weekend.
I entered all my details including my passport no for id check and also paid via my debit card the fee plus 1 month in advance which was taken taken from my debit card account immediately.
Received email later that day saying i had been accepted and my card was on its way and should be here within 3 - 5 days and giving me a security code to access members area and activate the card once it arrives.
Have this morning received a letter asking me to send of a letter with a copy of my passport certified by a professional plus utility bills and to post it off! :mad:
Not happy as i thought the card was on its way already. Phoned them up and the man said head office would phone me back in couple hours as he couldnt discuss the account with me!
I have had bad credit but been good for last year. Have been on the electrol roll since we moved here 4 1/2 yrs ago. Am on all the utility bills so i am fully traceable at this address so why do they need all this extra stuff and why tell me the order has ben processed and card is on its way when it is not?
Can i cancel it now and get my cash back i paid at the weekend as i have lost faith in them already.
Has this happened to anyone else. I am thinking i should of gone for the Virgin one now!
