"Mastic" down my (new) toilet

Yesterday my brand new toilet was reluctant to flush away the loo roll, so I put my hand down it and found "curls" of (what I assume) is mastic (what plumber used to seal round the new sink and bath). This mastic is well-stuck to the base of the bowl, and feels like it goes a bit round the U bend. I pointed this out to the plumber and he claims not to be able to find anything. What can I do? It feels like its my word against his. Surely the base of a brand new toilet bowl should feel smooth (mine feels ridged). Is there anything I could do to get the mastic out? I tried scooping out the cold water and pouring in hot, and digging around the bowl with a spoon and was able to get a couple of little bits out!

To save yourself grief, aggravation and broken finger nails - save the bits you scraped out to show him and get him back and make him sort it. The base should feel as smooth as a babies bottom so what goes into it doesn't get stuck in nooks and crannies, but glides away when you flush..................
