He doesn't necessarily have to switch supplier, yes come off E7, then compare what Eon can offer with their rivals. Then check to see if that rival will insist on a new meter. It might even be cheaper staying with Eon on a slightly higher tariff, but using the existing meter.

Yes I do live alone and yes I have thoroughly reassessed by usage over the past couple of days too.
My problem is that I dont really understand my underfloor heating system. The system is either on or off... Whilst its on, I have to set a temperature for six times throughout the day, this is why I set it at 16 during the day because I cannot turn it off for this period. Maybe I should set it down to 5 or 6 degrees instead.
Another interesting point, I have just had a quote from Scottish Power and they will do the same tariff and save me £800 per year!:
Currently with EON I am paying:
17.7p (day rate) and 5.11p (night).
Scottish Power:
10.06p (day) and 4.8p (night)... that hell of a saving for me!!
Think I'm gonna pay off the debt and change asap... then, once I've made some changes in general consumption and worked out my heating system I should be back on track.

Do both tariffs have a standing charge? Are you still on Eon's standard pricing (the default one as a new customer)? If not at least sort out your tariff. SP offer cashback if you go via Quidco or similar.
Get away from Eon ASAP, then worry about changing the meter at a later date. I am on E7 without storage heaters, and am better off in the summer and slightly worse off in the winter. At 40% night usage we are slightly better off on E7 on an annual basis, but we are careful with our heating. By the time you have switched supplier you won't be using the heating much anyway! As underfloor heating is more efficient than panel heaters you may be fine to remain on E7 once you have got the measure of setting up your timers and thermostats.

The timer that you say you don't use, does it look a bit like this:

Have you tried fiddling about with it? The little tags pushed in mean off, and pushed out mean on. First set the right time on it, by turning the outside bit round until the current time is lined up next to the arrow, then push the tags in to the off position and see if you hear your boiler click off.
You need to have your heating off during the day.0 -

Thanks, I'm familiar with these kind of timers and yes it's just like the picture you posted.
My point is, the digital heating/water panel has a clock and timer etc already built in for you to choose when the water comes on and off and also to set the heating temperatures throughout the day.
If I use this other timer (as pictured) it would turn on/off the digital heating panel and it would screw up all the time/date and settings within this main panel because the power literally keeps going on and off.
Why would someone have gone to the trouble of fitting both?
For info, today I have changed to Scottish Power (well, it will take 6 to 8 weeks) who have offered me 10.7p for day units as opposed to 17.7p. This will save me literally hundreds of £'s a year! together with a more strategic approach with my consumption, I should be a lot better off!!
Well.. as soon as I sort out the heating controls!!
