Common Stair Intercom System

Hi everyone, I'm hoping there will be some wise soul out there who can give me an idea of what I'm up against here!

I live in a 4 storey block of flats. When I first moved in, 5 and a half years ago, the standard chubb lock on the stair door was used at night only, the door being open through the day. Then unfortunately someone forgot their key when they came home drunk in the wee small hours, and they simply burst the door down! Long story short, we've never bothered replacing the lock, and it's never been an issue. Until the new neighbour upstairs moved in and he's hyper about keeping the door shut.

In the last 6 months or so, we've been troubled by youngsters coming in and hanging out in the stair. I say 'we', however I'm the only one who had to clean up after them as they choose my landing. Also, I am the only one to ever have confronted them and chased them off, despite being on my own and there being plenty guys in the stair - one of them actually said they were too scared! The previous youngsters never came back after I dealt with the situation, and the newest bunch haven't been back since I last had words, about 3 weeks ago.

Anyhow, the neighbour upstairs who moved in about a year ago has been on a little mission to himself to get an intercom system installed, with a proper lock on the front door. He has now been in touch with the local councillor who has told him what to do, and I 've just received an envelope through the door with bits and pieces of information.

Initially they are looking for a 'Are you interested - yes / no / maybe' slip to be completed, which is fair enough. But I have absolutely NO idea of cost here at all. The bottom two flats are council owned, the other 6 are privately owned. I understand from my brief look through the info that if there is a majority vote to have the system installed, then it WILL go ahead, regardless. (I'm in Scotland). They say that there would be an option to 'pay up' your share in instalments, but frankly, I can't afford to pay anything! My DMP with CCCS has been delayed because of paperwork issues (long story) and I am on a low-start with them in the first place. I have no extra money available and I'm getting quite concerned that this exercise is going to run into thousands.

Does anyone have any idea what these systems are likely to cost to supply and install? Or any experience of this situation?
