Cavity wall insulation in flats????

Hi,

I was hoping somebody may be able to help with this query. I have been trying to organise cavity wall insulation for the block of flats that I live in but I have a little problem. All the flats except one have agreed to go ahead and get this done but one flat does not want this done as they believe this will cost too much. Is there anything we can do about this?

    is the block of flats, owner occupier managed?
    and is scottish housing law different from england/wales?

    I know in Scotland that communal repairs can be forced but as something like cavity insurance isn't essential then I doubt you can do anything other than absorb the cost of the non-paying flat.
  • Thanks for the quick replies. The flat is owned but currently rented out through the council. I've spoken to the council regarding this and they have confirmed that they will pay for the flat to be insulated (I have all the details of who to invoice etc) so the owner doesn't have to pay. The issue is that he doesn't want to fill the form in to get it done which to me is incredibly frustrating. I was hoping that the issue could be forced like communal repairs but having spoken to the Energy Saving Trust I fear that this might not be the case.
  • sounds like a complete eejit! the council will pay but he can't be bothered? I wish you lived in my block of flats because I'd love for ours to be insulated

  • I feel that he doesn't believe that he won't have to pay so I am going to write to him with all the details and guarentee that he will not have to pay a penny. I've even spoken to the Energy Saving Trust again and they have said that if he provides his surname and phone number only on the form then that will be ok to have it done. I really hope he see's sense but I have a feeling I may be on a road to nowhere with this!

    get the council to confirm they will pay all costs in writing and if they still dont believe it then there isn't much else you can do.

    sorry to divert the subject, but can you tell me how big your block of flats is? I'm part of the management company for our block and would love to organise cavity wall insulation. who is doing it for you free of charge?

  • Hi Greenr,

    It is a fairly small block of flats, 6 in total. The right hand side flats have already been insulated so there are just the 3 on my side to do. I won't be getting my flat done free of charge and neither will the bottom flat, just the one that is rented out via the council below me.

    please explain how a management agent can use the sinking fund to this when it is considered an improvement and not maintainence. my managent agents wont help because they say its an improvement. im unable to get all 24 flats to agree because 12 are rented out and 6 landlords wont reply to me (owner occupier) or wont pay for it, although it might be free ,depending on their tenants circumstances, its a nightmare . got 75% signed up
