If your prices are capped they should go down.
If the prices are fixed they will remain the same, even if prices rise or fall.

My gas is fixed until August 2010, should I come out of it - there is a £35 charge - they want to put my monthly direct debit up

You will have to check your annual usage, and check to see if the price cut will soak up the £35 charge.0
