Is there a time limit to TUPE regulations .
By that I mean if someone was to find out today about TUPE and the business had been taken over 7 years ago but their money had been halved at the take over time could they do anything about it now???

Interesting one - can't give you a clean answer. In theory no time limits. Reality is the claim would have been that the change at the time was an unacceptable breach of your t and c's regardless of TUPE. You carried on going to work, therefore implied acceptance. Was any compensation paid at the time - on a dismiss and re-employ basis?
