In addition, can I use the ISA allowance across more than one broker, eg £1800 with Hargreaves Landsdown and £1800 with Chartwell?

There's no obvious reason why you would want to. You get a good choice of investments with any of the discount brokers, so you can set up a diverse portfolio within the ISA with the broker you choose.0 -
