Help with Phone and BB for my sons first place...

Afternoon everyone,
I've been looking for a package for my lad who's moving into a flat (his first !) at the start of March.
He'll be living in Tywyn (west Wales) which while being a beautiful part of the world is miles away from a major town.
He's looking mainly for a good BB connection but as far as I can tell it's impossible to get just BB without a voice package ?
Having looked round for a few hours I'm none the wiser, can anyone give me pointer... I need it as cheap as possible as he's no earning that much !!

He will definitely need a phone line fitted if one does not exist or is not working.
Their are no cheap phone/ broadband bundle suppliers like Talk Talk ,Tiscali, etc etc offering service on Tywyn Exchange.
