Is parking ticket a motoring conviction?

My friend has received a fixed parking ticket, immediately paid half price. Does he has to say yes at the question "do you have any motoring convictions" at car insurace quotation at moneysupermarket comnfused etc?

almost 100% sure it isn't.. the only reason it isn't 100% is because you've asked.
Although if he clicks yes it'll come up with a drop down list of convictions. If there isn't one for a parking ticket then they've answered the question for him.0 -

From York Council website
The parking tickets the council issues are called Penalty Charge Notices (PCN's). They require you to pay a penalty and do not result in a criminal record or points on a driving licence.
From Coventry Council
Parking tickets issued by the council are called 'Penalty Charge Notices'. They require payment of a penalty, and do not result in a criminal record or points on a driving licence. They are separate from Fixed Penalty Notices, issued for criminal offences by the police.
Parking tickets are a civil matter, not a criminal one.

There are some parking convictions that you must declare (Although insurers do not normal load if this is the only conviction)
They are PC10, PC20 & PC30 these are parking on pedestrian crossings or on the zig zags. If you have one of these it should appear on your licence as it is an edorseable offence.
All normal packing offences where you overstay or park on single yellow lines do not need to be declared0 -
Can these be claimed back!! If bank charges are too high then parking fines are a scandal.0
