Need help regarding invoice from streamline.net

I requested to cancel my web hosting package for this year from streamline.net as their automated system was requesting payment of £38.52 for this years web hosting which i did not want. I was told I need to pay them that amount if I wanted them to cancel my web hosting package for this year or transfer my domain name to another host (but their policy states free transfer to and away from their company). Is what they doing legal? Do I have to pay the invoice or because i didnt want the service and they forcing it on me I can ignore it?

1st start a new host far far away from streamline. Don't use fasthost as streamline actually use fasthost( this makes it more complicated to move).
Once you have a new host as them how to transfer in. For a .co.uk they will give you a code. Once you have this code login to stream line and change it on there system. For a .com its the otherway round, you use the streamline system to generate a code then pass this to knew host. In anycase don't tell streamline, just do it.
Once you have domain name (day or so) then you can remind them that as advised before you have cancelled your account.
Don't pay them they are cowboys. They will threaten but I think fairly toothless. Check with trading standards.
