i see from the various property sites that there are different ways of stating the price, eg:
thanks, hamble
- offers in the region of £100,000
- offers above £100,000
- asking price £100,000

I would say someone asking for offers above 100,000 is less willing to negotiate than someone asking for offers in the region of 100000 unless circumstances have changed!0
