OPP for a piece of land

We believe we have found the perfect plot in which to realise our dream of building our own home.
problem is the piece of land in question does not have any planning on it
We have been to view it and it appears that access may be a problem as it will cross somebody elses land who does not want it sold. The land was used once many years ago, there are a set of gates at the access and an old lorry is still parked there.....does this mean a precident has been set and that the landowner would find it difficult to argue the fact?
If the land has no planning what is the best course of action to take with respect of trying to get planning?
We have just had a child so we are reluctant to splash out alot of cash fruitlessly
any help is greatly appreciated

You can chat to the council about the likelihood of getting planning permission.

when my parents were looking at developing a plot of land that they owned they made an appointment with a planning officer at the local council to ask their opinion
they did get permission evetnually but please bear in mind that it isn't always just down to the planning officer if there is lots of local opposition you may have to change the design of the property or scrap the plan all together
however, the planning officer should be able to advise you on it, make sure you give as much information before the meeting so that they can find the relevant paperwork beofre handWell we finally did it got a house not on a main road, next a railway line or any other werid and wonderful things that get on my nerves!!!
