I have been struggling with high humidity in my ground floor flat for a while but with a combination of window opening a dehumidifier and tumbledrying I seen to have got on top of it. However in the corner of my bedroon (2 outside walls in an extension at the back of a victorian house) the concrete floor (in about as far as the carpet grip bar) is damp and the carpet and underlay are soaking up moisture. The walls are plasterboarded and although they feel cold they are not particularly so and they are not damp now the humidity is reduced.
Does anyone have any ideas as to what could be causing this. I am planning to move the radiator to this corner to help circulate the air, but don't really want to do so until I have got to the bottom of this.

Is it a rented flat or are you the leaseholder/ freeholder? Are your damp patches all low down on the walls or high up or a mixture? Are the damp patches on external walls only or internal too? Are you opening the window at the same time as running the dehumidifier? Is your tumble dryer vented or condensing or neither?
