Debt in my husbands name from his ex-wife but he wasn't living there, help!

Hi all,
I'm wondering if anyone can help.
My husband has received a letter from a debt collection agency saying he owes £1,700 from a water bill debt run up by his ex-wife. The service was in his name (although he didn't agree to this) and he didn't live there for long.
The bill is from 1999-2005. My hub has been with me since 2004, and prior to this had his own house.
The debt agency say we must prove that he didn't live there and didn't use the utility.
Does anyone know how we can sort this. Please help as we cannot afford this debt, and cannot approach his ex-wife as it was a bad split.

Firstly, it seems he never took his name ff the water bill?
Where was he regsitered as living on the electoral roll over those years?If you've have not made a mistake, you've made nothing0 -
Providing them with details of where he lived at the time the debt was run up should make a good start... Utility bills, rental agreements, or old mortgage papers I guess?
The debt agency is slightly wrong - it's actually up to them to prove he did live there but it's a grey area so might be easier to just prove he didn't...DFW Nerd #025DFW no more! Officially debt free 2017 - now joining the MFW's!

I'm posting to bump this up, cos there are a couple of guys on here who know all about this stuff.
As far as I am aware the onus is on the DCA to prove that it is your husband that owes the debt. NOT the other way round. It also sounds as though this was done fraudulently.
