Yes he can apply for an adult one now his is 16, but make it a renewal for a couple of reasons.

    1. He should not need to attend an interview as he would have to do if it was his first passport and 2. he will get the remaining period of his current passport added to the new one up to 9 months.

You can renew a passport any time you wish, however, they can add no more than 9 months of the unexpired time from the old passport to the new one.

    Hi arlybarly
I took this from the goverment passport site

When is a child too old for a child passport?

If your child is under 16 they cannot apply for an adult passport. For example, a 15-year-old who needs a passport must apply for a 5-year child passport. They can use this until it runs out, in this case when the ‘child’ is 20.
When a child reaches 16 the next passport they apply for once their current 5-year child passport runs out should be a 10-year renewal adult passport.

So he is old enough for an adult passport
    Hope this helps

If his picture really is so different he's unrecognisable you'll need do that professional-person-signing-it-thing again so bear that in mind. If you can still tell it's him there's no need to bother but if the agent in the passport office doesn't believe it the application will be returned unfulfilled.
  • But remember a teacher can be the professional person, and I'm guessing he knows a few of them!
