    I had this problem and got in touch with the Tarmac Institute of Great Britain (or something similar) The bloke there told me that when Oil comes in contact with tarmac they react with each other and no matter what you do it will only solve it for the short term. They will start to react again after a couple of days( or weeks) because the oil is still there. The only thing he could recommend was to dig out the affected area and replace the tarmac with new stuff. And sadly I found out that he was right!!

    As an aside, always ask where people park their car if you are buying a second hand car. Said stains show engine, gearbox etc leaks!
