I received the following in an email from a seller:
"When Leaving FeedBack you will be asked to complete DSRs (Detailed Seller Ratings). You will be asked to score us 1 - 5 on four different topics.
PLEASE BEAR IN MIND that if everyone gave us a 4 on any single topic we would be banned from eBay as according to eBay VERY GOOD IS NOT GOOD ENOUGH!
We won't ask you to give a high rating if you think that we are poor in any area but if you were thinking of leaving a 4 please consider a 5 instead."
Surely this can't be true? I quite often leave 4 unless the service was exceptional, when I am happy to leave a 5.
Is this really an ebay policy?

Thats where Ebay have got it all wrong.
3 is an "average" service so they should not punish anyone rated as 3 stars0 -

If the seller receives an average rating of less than 4.6, then they lose out on a monthly discount, likely to lead to an increase in prices as sellers try to maintain a profit margin.
If the average is less than 4.3, then they are demoted in search results,
leading to less sales, and therefore higher prices to make up for the shortfall.
"Save money! Rate all your purchases as a 5!!"
There is a new version of the detailed seller rating dashboard coming out that will enable sellers to analyse specifically where they have a problem - if it is a certain category, or product, but it is also making it easier for sellers to recognise which customers have marked them down.<--- Nothing to see here - move along --->0
