Should I apply for a paypal top up card?

I just notice a paypal has top up cards in which I can apply for. Its not a credit card or a debit card, but since I'm not usually accepted by credit card companies, this looks like good alternative for me.
However, I dont know much about these top up cards as I haven't read any advise on the subject.
Has anyone got one, and have used them without any problems?
