Stain bleeding

The lady from the flat below mine has emailed me to say that a water stain has 'returned', her wording lead me to think if it is an old stain returning without anotehr leak. Particularly as last year I regrouted the shower room only to find out that there was no leak. So I looked online and discovered something called 'stain bleeding' which can happen to old water stains. Does anyone know anything about such a concept? Is it a real possibility that this can happen?

Yes very common,
You can get stain stop paint, but if you have some I would just use an oil based gloss undercoat, paint with this wait to dry and then paint with correct paint.0
